History

The company was established in 1978 by the late Mr. Hal Cooper. The office was located in Killeen, Texas, marketing only life insurance. During that period, the company was operated as a sole proprietorship named Military Service Center.

In 1979, Reba Cooper joined the company to market auto insurance. Automobile liability insurance became mandatory in 1981 and at that time auto insurance became our primary focus.

As expansion into non-military cities began, Military Service Center was no longer an appropriate name, so Texas State Low Cost was born. The company became incorporated in 1989.

Because of rapid growth of the auto insurance business, the company began to introduce computers into the daily operation in 1985. In 1993 Texas State Low Cost began developing a new agency management system called C.A.R.S. or Computer Automated Records System. This software was completed and implemented in late 1994.

With this customized software, Texas State Low Cost leads the industry with the most sophisticated technology available. These improvements enable the client to have access to policy and billing information from any of our 35 locations throughout the state of Texas.
